About Us...
Our Mission

The mission of the United States Black Cavalry Family (USBCF) is to partner with local communities to provide hands on voluntary assistance to organizations supporting the needs of veterans and the welfare of families existing in or near poverty. Additionally, our mission is to educate impoverished families to enhance their emotional, social, and spiritual well being.

Thomas “TC” Costley is a retired United States Air Force Chief Master Sergeant as well as a retired Officer of the New Jersey Department of Corrections. He is the third oldest of twelve children parented by Jane Costley, a teacher and Eldridge Costley, a Farmer. “TC” was educated in the segregated Maryland Public School System, graduating from Robert Moton High School in Westminster, Maryland in 1961. He briefly attended Maryland State Teachers College in Bowie, Maryland before en listing in the US Air Force. During his over 26 years of military service “TC” Costley rose through the enlisted ranks to achieve the grade of Chief Master Sergeant, (E-9). Read more...

Jan Emanuel-Costley was born in the Bayou State and raised in Natchitoches, LA.  Jan moved to Oakland, CA at age 15. After remarrying in 2007, she relocated to Browns Mills, NJ where she now resides with her husband, Thomas "TC" Costley.  Jan is the proud mother of 4 sons and 4 grandchildren.

Jan's hobbies are motorcycling, photography, traveling, cruising and visiting family and friends around the country.  She also enjoys singing and listening to R&B & Jazz.
